So far mainly the federal and the federal state level played a significant role in the field of strategic approaches to increase the use of RES in Germany. At the regional and local level people were con-tent with realisation of single activities with a high publicity effect. But meanwhile a growing number of active players recognize the unique role of cities and regions for climate protection and alternative energy supply structures. The evaluation of energy efficiency potentials is highly important in this process. The “region” in terms of a geographic territory with a multi dimensional interrelation structure is – for a multitude of reasons – in the project “100%-RES-Regions” considered as the appropriate level for an extensive increase of RES with regard to full supply.
