Current regulatory developments and delivery models for captive power projects in Sub-Saharan Africa based on a study for Mali Side Event at the German-African Energy Forum (GAEF)
Introduction
The German African Energy Forum (GAEF) will take place in Hamburg from 01.06.2022 to 02.06.2022. Registered participants of the forum are invited to attend the side event organized by the German Energy Solutions Initiative as part of the Project Development Programme (PDP).
Representatives from public and private sectors in Sub-Saharan Africa, German companies and investors are invited to participate in the presentation of a study on the regulatory conditions of the renewable energy technologies (RET)-market in the industrial and commercial (C&I) sector of Mali, as well as in a discussion on the topic.
Implementation models to discuss:
- "EPC Model", in which the C&I Consumer finances the RET project by themselves
- "Third-Party Ownership Models", in which investments and usually also operational risks are borne by the RET Service Provider
The contract design of these delivery models not only raises various regulatory questions for developers and beneficiaries, but also has implications for accounting/financial reporting and tax treatment, which need to be particularly well considered by the consumer.
In addition, regulatory changes in the field of renewable energy captive power supply for the countries Uganda, Rwanda, Senegal, the Ivory Coast, as well as Madagascar will be discussed aswell.
